America’s Infrastructure Report Card
The 2025 Infrastructure Report Card, prepared by the American Society of Civil Engineers, highlights both a real challenge and a valuable opportunity.
Our country’s infrastructure is in rough shape. Overall, we earned a “C” this year, but in half of the eighteen subcategories—namely, Aviation, Dams, Energy, Levees, Roads, Schools, Stormwater, Transit, and Wastewater—we earned only a “D.” We are far from having the resilient, future-ready infrastructure the country needs.
And therein lies the opportunity.
We face a $3.7 trillion funding gap over the next decade. Roads, water systems, broadband, and energy infrastructure all need transformative solutions. But innovation rarely comes out of old, mature companies. Innovation typically accompanies entrepreneurship. The country needs the entrepreneurial energy of new businesses, who are nimble, creative, and data-driven, to build the physical structures that will enable our future flourishing.
Solving our infrastructure problem is not just a matter of money. Every major infrastructure fund stands ready to invest and is sitting on record dry powder. Federal funds are flowing through the Infrastructure Investment and Jobs Act. And retail demand for infrastructure investing has never been higher. But forward-leaning platform companies that can execute and deploy capital at scale remain frustratingly scarce and, therefore, exceedingly valuable.
Crosstimbers creates those companies.
For over 15 years, we’ve specialized in starting and scaling the kinds of hard-asset operating businesses that infrastructure funds eventually buy. We invest early—when valuations are low and impact is high—providing not just capital but operational support, governance, and a proven playbook. Our strategy is focused, disciplined, and repeatable. And because we invest alongside experienced operators and into real assets that generate stable cash flows, we aim to combine upside growth with downside protection.
Most importantly, we’re filling a critical market gap. Large infrastructure funds, while flush with capital, can’t make small, early-stage investments. Venture funds avoid hard assets entirely. And traditional private equity often waits for cash flow to materialize. Crosstimbers builds what the rest of the market is waiting to buy.
Our third fund, Crosstimbers Opportunity Fund III, provides families, foundations, and aligned institutions with a unique opportunity to put capital to work in the early stages of a generational investment cycle. It is timely, targeted, and aligned with what the country—and the market—needs most right now: scalable infrastructure platforms that are ready to absorb capital and deliver real-world impact.
In a moment when execution matters more than ever, we’re proud to be builders.
